Founding Purpose

Humanity's desire to seize territory, bound by the barrier of borders artificially drawn for the exclusive declaration and monopolistic exercise of the rights of sovereign states, has turned human culture into a history of war. As has been the case until now, so long as the concepts of border and territory that have functioned as political, economic, legal, and military notions persist, the temptation and threat of war can never be removed from humankind.

Fortunately, in the 21st century, advances in science, technology, and information and communications, the complex and multilayered character of the world's actors, and the deepening interdependence of the world and its convergence into a single market suggest the possibility of the unification of humankind. In particular, the dilution and disappearance of the concept of borders, the transformation and retreat of the concept of territory once confined within those barriers, and the transition toward an age of pan-cultural primacy are becoming a decisive foundation that raises the possibility of human peace based on the "power of culture."

Culture by its very nature cannot be closed or exclusive; when it becomes the common possession of humankind, people feel greater intimacy and a greater sense of security. This is why humanity needs a new concept of territory that transcends the existing concept of borders, namely the concept of "cultural territory." It is also why our people should hold affection and pride for our culture.
